The City of Medford will receive sealed proposals for Indoor Concessionaire Services as described in the scope of work set forth herein. Proposals will be received by the City of Medford, by Kathy Ameral, City of Medford Purchasing Manager 411 W. 8th Street, Room 390 Medford, Oregon 97501, until 2:00 PM, local time, January 30, 2012.
Responses will be opened publicly after the proposal closing at 2:00 PM local time January 30, 2012.
DESCRIPTION: The City of Medford requires the services of a vendor who will provide food and beverage concession services at the U.S. Cellular Community Park Softball/Baseball Complex as described in the scope of work set forth herein.
The Request for Proposal packet may be obtained from the office of the City of Medford Purchasing Manager, 411 W. 8th Street, Room 390, Medford, Oregon 97501, by calling (541) 774-2035, or from our website at www.ci.medford.or.us. Packets obtained from other sources are not valid documents and do not list you on the distribution list of packet holders.
In accordance with ORS 279B.100 the City of Medford may cancel the procurement or reject any Proposal not in compliance with all prescribed public Request for Proposal procedures and requirements, or may reject for good cause, any or all Proposals upon a finding of the City that it is in the public interest to do so.
All respondents must state at the appropriate place in the proposal documents, whether or not the respondent is a resident as defined in ORS 279A.120. A percentage increase, as determined by the Department of General Services, will be added to non-resident's bids for the purpose of determining the lowest qualified respondent.
Proposals received after the time established for receiving proposals will not be considered. ORAL, TELEGRAPHIC, TELEPHONE, ELECTRONIC OR FACSIMILE PROPOSALS ARE NOT ACCEPTABLE.

FIRE STATION ALERTING SYSTEM
Sealed proposals will be received until, but not after, 2:00 p.m. (local time), February 15, 2012. One (1) signed original and six (6) copies of each proposal shall be sealed in an envelope, addressed to the City of Medford, office of Kathy Ameral, Purchasing Manager, 411 W. 8th Street, Medford, Oregon 97501, showing on the outside of the envelope the name of the firm and the words “FIRE STATION ALERTING SYSTEM - RFP #11-12-055FD." Please clearly identify the original copy with the printed words “Original Copy.”
Proposers mailing proposals should allow normal mail delivery time to ensure timely receipt of their proposals. Any proposal received after the scheduled closing time for receipt of proposals will not be considered and will be returned to the Proposer unopened. Proposals that are delivered to an office other than the office identified above will not be accepted. It is the sole responsibility of the party submitting the RFP response to ensure that the proposal is received at the designated location on or before the deadline.
The RFP documents are available from the office of the City of Medford, Purchasing Manager, 411 W. 8th Street Room 390, Medford, OR 97501, weekdays between the hours of 8:00 AM – 12:00 Noon and 1:30 PM - 4:00 PM. If preferred, a copy can be downloaded from the city’s website: www.ci.medford.or.us, or by calling(541) 774-2035.
Any objections to or comments upon the RFP specifications must be submitted in writing to the office of the Purchasing Manager, 411 W. 8th Street, Room 390, Medford, OR 97501. They must be received no later than ten (10) City business days before the RFP closing date.
A mandatory two (2) day pre-proposal meeting will be held for this RFP beginning at 8:00 AM on January 26th and 27th, 2012. Meet at the Emergency Communications of Southern Oregon, 400 Pech Road, Central Point, Oregon 97502.
Proposals must be accompanied by a Bid Security as prescribed in Section 4: Information and Instruction to Proposers, payable to the City of Medford, Oregon, in an amount not less than ten (10) percent of the amount Proposal. Proposal security shall be based on the more costly option. The successful Proposer will be required to furnish the necessary additional bond(s) for the faithful performance of the Contract, as prescribed in Section 4: Information and Instruction to Proposers. A bid form is attached hereto as Exhibit A.
All proposers must state at the appropriate place in Section 7: Resident Proposer’s Certificate, whether or not the proposer is a resident as defined in ORS 279A.120. A percentage increase, as determined by the Department of General Services, will be added to non-resident's proposals for the purpose of determining the lowest qualified proposer.
No Proposal for a construction contract shall be received or considered unless the Proposer is registered with the Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530.
This project is a prevailing wage project. Submission of a Proposal constitutes agreement by the Proposer stating that provisions of ORS 279C.800 to 279C.870 will be met. This contract is subject to the federal prevailing wage required under the Davis-Bacon Act (40 USC 3141 et seq.), no Proposal will be received or considered by the City of Medford unless the Proposal contains a statement by the Contractor that 40 USC 3141 et seq. will be complied with. The CITY will use the federal requirements (29 CFR 1.6) to set both state and federal rates. Davis Bacon wage determinations applicable to this project are the ones for year 2012 and can be found on the website: http://www.gpo.gov/davisbacon

This project does not contain asbestos abatement work and the contractor or (any) subcontractor will not be required to be licensed by the Department of Environmental Quality (ORS 468.883).
